Construction costs push up county capital estimates; fire training tower projected at $8 million

Commissioners and staff discussed procurement strategies, value engineering and whether more projects should be hard-bid or use pre-construction services and owner representatives to control costs. Facilities staff said site work and earth-moving costs and lead times for specialized equipment are driving higher prices; the county noted it is evaluating options including phased work and updated contracting strategies.
The commission approved the capital improvement budget and asked staff to continue presenting updated scopes, value-engineering options and financing scenarios at future meetings.
