Risk consultant outlines ADA rules for service animals; emotional-support animals not covered

Henry told Council that ADA protections apply to service animals in public spaces and that "emotional support animals do not fall under the ADA." Council members asked about vests and documentation; Henry said handlers are not required to present proof and that, in practice, properly trained service animals will remain with the handler.
