Board approves housing-plan changes, reallocates $200,000 to voucher initiative

County housing officials presented changes to the Alachua County housing plan and an application process designed to allocate housing and infrastructure-tax funds. Claudia Tuck, director of Community Support Services, told the board staff proposed reassigning $200,000 from the Affordable Housing Trust Fund (originally for blighted-communities/code-enforcement) to a housing initiative partnership intended to expand tenant-based vouchers from about 10 to as many as 30 families in the coming year.

Tuck and assistant director Candy Nixon described a new approach to weigh competing applications: staff proposed a set of funding categories and criteria that will guide how limited county resources are allocated, and said the draft application draws on processes used by Pinellas County. "The 2 of the proposed changes, 1 deal with, the reallocation of $200,000 from our affordable housing trust fund," Tuck said.

Commissioners debated whether the staff language suggested a strict prioritization order. Several asked staff to replace the word "tiers" or "prioritization" with clearer language ("funding categories") and to add explicit references to low and extremely low income levels. Staff agreed to clarify the document, confirm which funding sources carry geographic restrictions (city limits vs. countywide), and to accept incomplete applications as a starting point so applicants may upload documentation progressively.

The board voted to approve in concept the funding reallocation, the new funding-category approach, and to authorize the Housing and Strategic Development Division to proceed with the application process, with the edits discussed during the meeting.
