Public hearing on staff vacancies spotlights recruitment, retention and morale concerns under AB 2561

Finance Director Elms explained the council was receiving the required annual report under AB 2561 (which took effect in 2025) about vacancies and recruitment and retention efforts. Elms said the law requires public agencies to hold one annual hearing before budget adoption to present staffing data and recruitment actions.
Council Member Spraggins said public-works staffing "is at a critical level" and that "We are losing Officers faster than we can hire. Any that can get hired elsewhere are applying out." Union and staff speakers described declined offers due to pay and a lack of applicants across departments. Interim City Manager Mallory Crecelius and staff noted testing was underway for open Public Works positions and clerical roles. The public hearing was closed with the item received; staff were directed to continue recruitment work and to report changes as they occur.
