Council approves solid-waste rate adjustment, members press contractor on service problems

Finance Director Elms told the council the City’s franchise with CR&R allows an annual rate adjustment effective July 1. Council Member Halby used the hearing to press for enforcement, saying CR&R has failed to meet contract terms and that "they have not kept our alleys clean. It’s unacceptable." Halby said the city must ensure the contractor "abide by it, every single line."
After discussion, council approved the rate adjustment and added direction to staff to address contract compliance issues with CR&R. The motion passed unanimously. Council asked staff to follow up on performance and enforcement provisions in the franchise agreement.
