Planning commission backs proposal to cut redundant City Council public hearing for some plats

Building Official Tyler Wells and Contract Planner Kurt Danison briefed the Omak Planning Commission on Feb. 3, 2026, about proposed changes to the city's Title 17 and 19 procedures for plats and planned developments. Wells said Table 1 Permit Procedure Types currently lists an open-record City Council hearing for Type III approvals and that the city could remove that automatic requirement "so long as the administrator finds the final plat in conformance with all conditions of preliminary approval." The presenters said an additional public hearing by the council would only be necessary if the final plat contained substantial modifications from the preliminary approval.
Commissioners signaled support for the change and asked staff to bring a draft example of the revised Table 1 to the next meeting on March 3, 2026. The change is intended to remove what staff described as a redundant step when the Planning Commission has already held a public hearing and issued a preliminary recommendation, while preserving a full hearing if significant changes are introduced at final plat.
