Eugene presented proposed edits to the LTAC applicant evaluation form intended to increase transparency and make scoring more objective. He said the redlined form groups application criteria into categories and includes definitions so applicants understand how panels will score proposals.
"I envision a process where applicants can easily apply online," Eugene said, arguing that a data-driven approach and published scoring definitions would help the public see how lodging tax dollars are invested. He recommended retaining a 1–5 scoring scale for greater separation between applicants and suggested placing definitions within the evaluation document or application for clarity.
Committee members generally supported the approach, asked whether to use a 1–3 or 1–5 scale, and discussed adding the definitions to the application as an exhibit or exhibit draft so applicants know how they will be judged. Eugene offered to continue revisions and publish the guidance online.
