Blythe adopts $53.3 million FY 2026/27 budget with extra pension payment

Finance Director Elms presented the proposed FY 2026/27 operating and capital budget and recommended adoption of Resolution No. 2026-009.
Elms said the budget is balanced with total appropriations of $53.3 million, supported by $44.5 million in current-year resources and $7.7 million from reserves. The General Fund totals $18.6 million (35% of the overall budget); staff reported that half of General Fund revenue comes from taxes and that 49% of the General Fund is allocated for public safety. Elms also said the city will make additional contributions to its unfunded pension liability and initiate a 10-year fresh-start program with CalPERS to reduce interest costs and accelerate payoff, a change forecast to save the city $2.5 million in interest costs.
Vice Mayor Rodriguez praised the fiscal direction, saying, "This is a good place to be." The council closed the public hearing with no public speakers and adopted Resolution No. 2026-009 by a unanimous aye vote.
