The Lynden City Council voted unanimously on Oct. 7 to accept a $140,000 Paper to Digital Grant from the Washington State Department of Commerce to support the city's transition from a paper permitting system to a digital SmartGov platform. Planner Dave Timmer led the application effort; council accepted the award pending final contract review and authorized the Mayor to sign associated documents.
According to council materials, the funding will cover the SmartGov software purchase, supporting software updates, hardware upgrades and data migration for expenses incurred after July 1, 2024. Expenses made before July 1 are not reimbursable and were included in the city's 2024 budget. A contract with the Department of Commerce will return to the council with additional program details.
