After consultations with the district attorney, WRA, and districts that have completed similar projects, staff recommended considering the Competitive Sealed Proposal construction procurement method so the district can hire an architect for design and then bid the work independently as a cost-effective approach. The district's independent engineering firm, EMA, has closed all but one item (a roof in the administration building).
