Engineer: City will own stormwater basins for Habitat site; Council backs First Street playground CDBG application

Engineer Kristopher Nassar reported on March 24 that he had met with 'Lex from Habitat' to discuss stormwater management for a development on Dolphin Avenue and Harvey. Nassar said the basins would be owned and maintained by the City, not by an HOA or homeowners, and described the design as "an open basin with sand at the bottom; there would not be a lot of landscaping." He told Council he will prepare design specifications and expected the developer to handle construction while the City will perform inspections. Superintendent Boyd noted the original DeBlasio and Associates plans routed storm drains through rear yards on Harvey; Nassar said the final concept will be one large basin fronting Dolphin and Harvey and that he will raise the matter with the County because the site is on Dolphin Avenue.

Nassar also told Council the City had been approved for a $72,000 CDBG grant for bleachers and asked which new project the City should apply for next; Council supported submitting an application for the First Street playground, which Nassar described as including new play equipment, a walking path and ADA parking spaces. Council asked the engineer to proceed with design and coordination, and Nassar indicated he would pursue a state‑approved vendor for bleacher procurement and meet with County officials as necessary.
