The council adopted Resolution 2026‑33 supporting and ratifying the City of Needles' application to the California Governor's Office of Business and Economic Development (GO‑Biz) to nominate a low‑income census tract for Opportunity Zone 2.0 designation.
City Manager described Opportunity Zone designation as a tool to attract capital‑gains investment to projects such as hotels, grocery stores and housing, and said the city is seeking letters of support ahead of a state map release scheduled for Aug. 3. "There's a map coming out on August 3, so we'll know more about it," the City Manager said. The manager also described factors that make Needles attractive to investors, including proximity to I‑40 and the local airport. The council voted to ratify the application.
