River Ridge board ratifies $150,786 change order for stormwater work amid budget concerns

The River Ridge Community Development District Board of Supervisors on Jan. 28 ratified MRI Construction, Inc. Change Order Estimate #500 for price changes to Phase I and Phase II stormwater management projects, approving an additional $150,786.09 after engineers said field conditions and homeowner input required relocating inlets and other adjustments. "On MOTION by Mr. Blumenthal and seconded by Mr. Merrill, with all in favor, MRI Construction, Inc. Change Order Estimate #500 for Price Changes of Phase 1 and Phase II Stormwater Management Projects, in the amount of $150,786.09, was ratified," the minutes record.
Vice Chair Terry Mountford objected to the process and said the CDD was already "$300,000+ over budget for this type of project" and that approving another six-figure expense without calling a special meeting was not fiscally responsible. District Engineer Charlie Krebs said the changes produced a functional result that should mitigate standing water, and Supervisor Kurt Blumenthal said the timing and carryover of project funds from Fiscal Year 2024 into Fiscal Year 2025 explained why expenditures occurred in the current year. The board directed District Counsel Tony Pires to draft "ground rules" for approvals above a specified contingency in the future.
