Board narrows public‑comment options, bans donating speaking time

Board members engaged in a lengthy second‑read discussion of proposed board bylaw language about whether members of the public may donate their allotted three minutes to another speaker. The superintendent outlined three options: (1) keep CSBA's convoluted language, (2) permit donation more simply, or (3) prohibit donation. Concerns included transparency and the possibility a single person could dominate a topic by collecting time from multiple people.
Trustee Annette, among others, said she worried option 2 could be exploited and observed that people could ask multiple chairs for minutes. Trustee Zoe (speaker 3) moved to adopt option 3, saying she would "move that we adopt option 3." The board adopted the policies with option 3 (no donation of speaking time) by unanimous vote.
The board president said, in support of clearer rules, that if the district selects option 1 the community‑notice language should be rewritten so it is easier to understand. The change was approved as part of the board’s second‑read policy adoption; the revised public‑comment script read aloud at the meeting will be updated to match the new bylaw.
