District staff told the Hutto ISD Board the proposal keeps the debt-service portion of the tax rate unchanged at 45¢ while recommending a flat 75.5¢ maintenance-and-operations rate as the starting point for adoption. "At this point, we are proposing a flat tax rate of the 75.5¢," the presenter said, adding that certified property values from the county in July will determine the final rate the district can lawfully set.
Staff said the district has a significant fund balance and identified about $1,100,000 that could cover shortfalls in the debt-service calculation if property values change before final certification. Trustees asked about the composition of the tax base; staff estimated commercial property accounts for roughly 11–12% of the tax roll, with the rest residential.
