"The so called aprons...only hold about 2 times of the horse going to the bathroom and then they're full," the clerk said in explaining why the horse-focused ordinance is not yet practical. After staff provided example language for loading/unloading ordinances, a motion was made and the council voted to table the ordinances for one more meeting so draft, state-code-compliant language can be prepared.
