Shelton said assessed values and ad valorem collections were up but cautioned that rising employee health insurance costs could reduce enterprise and internal service fund balances by an estimated $6 million year over year.
Shelton reviewed fund-by-fund trends, investment income performance (year‑to‑date investment income increased to about $6.3 million on a $526 million portfolio), and several capital projects including the Comcare Crisis Expansion Center and the courthouse annex remodel. Commissioners thanked Shelton for his service; Shelton said he will retire and noted that his office will finalize audit adjustments after year-end.
