City staff and the consultant walked commissioners through the specific parcels, APNs and how the proposed chapters apply to each site. Asher Cohn said the by-right Chapter 18.44 applies to 14 parcels and that the R2-to-R3 rezoning includes 10 sites intended to meet the city's lower-income RHNA capacity; the Land Use Plan appendix lists those locations.
Leslie read corrections into the record: an APN for Stone Pine should be 056590010 (it was listed incorrectly in the staff report), and a CEQA guideline citation in the ordinance should be 15162 rather than 13162. Staff also noted that some sites (for example, a Kenyatta Cove parcel) are currently mobile-home-park zoned and would require a discretionary use permit if the project sought conversion from mobile homes to another use.
