Commissioners deny Branchline (TED) solar project amid strong neighborhood opposition

The Sedgwick County Commission voted to deny the Branchline (TED Renewables) conditional-use solar application after a separate, heavily attended public hearing on Aug. 5. Planning staff said the application covered about 1,360 acres and that valid protest petitions had accumulated for roughly 71% of the notice area, requiring a supermajority for any approval.
Developer representatives including Ben Metcalfe and colleagues described the project as a way for local farmers to diversify revenue and the developer to connect generation to existing transmission lines. “These families followed the rules and invested in the process,” Metcalfe said in rebuttal. He said the project was designed to comply with county landscaping, setbacks and decommissioning conditions and that the developer had spent millions on the project’s studies and interconnection work.
Opponents included multiple homeowners, the Clearwater City Council and community groups who raised traffic, water, safety and property-value concerns. Commissioners said they weighed property-rights arguments for participating landowners against the scale of neighborhood opposition and potential impacts on the city’s future growth area. The board denied the application by a 4–1 vote.
