Chapel Hill ISD reports 96 FIRST score; $36.5 million in district investments

Dr. Clint McClain, the district's executive director of finance and business, presented Chapel Hill ISD’s required Financial Integrity Rating System of Texas report, saying the district’s 2024–25 overall score was 96, based on 2023–24 fiscal data. “Our overall score this year was a 96,” he said, and he described key indicators including fund balance and days cash on hand.
McClain told trustees the district’s fund balance for 2023–24 was a little over $14,000,000, compared to a 75-day operational threshold of about $7,200,000. He also reported 164 days cash on hand—well above the district policy threshold—and said the board’s policy requires staff to return with corrective plans if days-cash falls below the 90-day target.
In a separate quarterly investment report required by the Public Funds Investment Act, Dr. McClain reported a book value of approximately $36,500,000 in district investments at the end of September and about $427,000 earned in interest during the quarter. He broke that portfolio into categories including general fund, interest and sinking (I&S), 2023 bond funds and 2024 bond funds.
