FSHISD reviews 2024–25 District Annual Report: STAAR participation 99%, graduation rate 98.3%

Assistant Superintendent of Teaching and Learning Dr. Mina Schnitta presented the District Annual Report and Texas Academic Performance Report (TAPR) during a public hearing at the Feb. 18 board meeting. The full report and presentation were posted on the district website and made available in the meeting packet.

The presentation included multiple performance indicators for 2024–25: STAAR participation was listed as 99% for 2025 (matching state and region), an attendance rate of 95.7% for 2024 (up from 95.2% in 2023), and chronic absenteeism of 9.2% in 2024 (down from 11.3% in 2023). The four‑year longitudinal graduation rate for the Class of 2024 was presented as 98.3% (Class of 2023: 100%), and extended graduation rates were also reported in the packet.

College, Career and Military Readiness (CCMR) indicators showed a rise in graduates meeting CCMR-related measures from 90.7% (Class of 2023) to 97.4% (Class of 2024). The packet included SAT/ACT participation and results (tested: 100% for both years listed) and AP/IB participation rates.

Dr. Schnitta also reviewed district demographics and program participation: enrollment reported around 1,614–1,617 students; military-connected students were listed at 94%; English Learner participation at 2.8%; Special Education at 17.3%; and Economically Disadvantaged at 22.2%, with district-to-state comparisons included in the presentation. The district’s accreditation status for 2025–26 was listed as Accredited in the packet.
