Assistant Superintendent Julie Novak explained that the 89th Texas Legislature amended Education Code Chapter 44 to increase the maximum purchasing threshold from $50,000 to $100,000. District administration proposed matching local policy CH(LOCAL) for purchasing and CV(LOCAL) for facilities and construction contracts to the new legal limit.
Board Member Dr. LaToya E. Sizer moved to approve the FSHISD-initiated revisions to CH(LOCAL) and CV(LOCAL); Secretary COL(R) Aaron J. Braxton II seconded the motion and the board voted unanimously to adopt the changes (Yeas: Nicholas, Zinnante, Braxton, Sizer, White; Nays: None). Assistant Superintendent Novak clarified historical practice of adjusting thresholds to the legal maximum and noted the recommended change was to bring local policy into alignment with CH(LEGAL).
The approved revisions increase district purchasing and construction contract thresholds to $100,000, matching state statutory authority and standardizing procurement practice across the district.
