Fort Sam Houston ISD board adopts TASB Policy Update 126 implementing 89th Legislature changes

The Fort Sam Houston Independent School District Board of Trustees voted unanimously Jan. 21 to adopt TASB Local Policy Update 126, a package of recommended local policy changes based primarily on statutes passed by the 89th Texas Legislature.
Assistant Superintendent of Teaching and Learning Dr. Mina Schnitta reviewed the packet and identified policy areas affected by the update, including board meetings (BE, BED), contracted services (CJ, CJA), term-contract nonrenewal (DFBB), special education video/audio monitoring (EHBAF), cybersecurity and artificial intelligence guidance (CQB, CQD), and parent rights (FA). Dr. Schnitta told trustees the changes trace to multiple bills enacted during the session and that cabinet had sought legal guidance on questions raised by specific local impacts.
Trustees asked for clarification on two items in particular: how DFBB nonrenewal language tied to SB 12 and other statutes would be applied locally in nonrenewal proceedings, and how the revised EHBAF language on video and audio monitoring of eligible special education classrooms would be operationalized. Dr. Schnitta said district cabinet has reached out to the district’s legal counsel and will relay any written guidance to the board.
Vice President Rebecca Zinnante moved to adopt the update and Board Member Dr. LaToya Sizer seconded; the motion passed unanimously. The board’s approval formalizes the district’s adoption of TASB’s recommended local text and schedules administrative work to align procedures with the new policy language.
Board documents attached to the meeting packet list the TASB explanatory notes and show where each local policy language change responds to named bills (for example, SB 12, HB 150, HB 1500, SB 571, HB 2). The board record shows the vote as: Yeas — Nicholas, Zinnante, Braxton, Sizer, White; Nays — None.
