Committee approves multiple PCOs, including unforeseen ledge and premium‑time charges

The Norwich School Building Committee approved several project change orders (PCOs) and construction allowances covering premium‑time work and unforeseen conditions.

For Greenville the committee approved PCOs including a $960 revision to art room casework, changes to the generator/transformer pad, and premium‑time line items for drywall, flooring, tile and plumbing that will be paid from construction allowances. One noteworthy item was Greenville PCO 069: an unforeseen ledge encountered while installing the Boswell Avenue water main that added $21,579 to the package. The presenter noted the change will be charged to the appropriate construction contingency or allowance depending on contract terms.

The committee handled the motions in blocks: a motion to approve the Greenville PCO set (PCO051, PCO056, PCO047, PCO069) was moved and seconded and approved by voice vote. A second motion approved a set of premium‑time PCOs (101, 103, 105, 110, 100, 108) with recorded yes votes; no votes or abstentions were recorded.

Committee members asked how these items would be funded; staff and contractors said some items are paid from owner allowances while others are covered by the contractor contingency. The approvals were procedural and did not change the program’s overall procurement approach.
