Committee adopts short‑form meeting rules to speed school project work

The Norwich School Building Committee voted unanimously to adopt a temporary proposal to shorten presentations and tighten meeting procedures aimed at speeding review of the city’s multi‑school construction program.

The proposal, introduced by the meeting chair and moved by Peter Gauthier, would limit presentation lengths and encourage standardized file formats and earlier submission of materials to enable quicker review. "At any point in time, myself or the committee as a whole can obviously make exceptions, and we can, extend time," the Chair said when introducing the motion.

Supporters said the change is intended to help the committee handle multiple large projects without sacrificing essential review. A committee member asked that longer or complex items still be allowed extra time as needed; the Chair said the rule is a starting point and can be adjusted. The motion passed by voice vote recorded as 10–0.

The committee also agreed informally to ask vendors to supply a one‑page table of contents for long reports and to favor a single, consistent presentation format so staff can merge materials into a single slide deck for review. Staff said they will request vendors submit materials at least 24 hours in advance when possible.

Next steps: the committee adopted the procedural change as presented and will revisit the approach if problems arise.
