Staff says rec-center site package out; council to consider awards in September

City staff told council the recreation-center project is moving forward toward construction. Staff said the site-package solicitation (site work and dewatering) was released and that they plan to return to council on Sept. 2 with a recommendation to award the site package.
Matt (staff) said the early release is driven by on-site soil and dewatering conditions and the need to complete site work before winter. He said the building package will be released later after value engineering and bid timing. City Manager Van Beek also described recent financing steps, saying the city has put out an intent-to-bond notice (a legal step that allows a 45-day objection period) and expects to return with an authorization-to-bond resolution at the next meeting to proceed to market if rates are acceptable. Van Beek summarized the financing steps: "putting out the intent to bond, which is a legal step that's required, and then it gives 45 days for someone to object to that."
