The Gatesville ISD Board of Trustees approved a one-time advance of $146,451 from the district's fund balance on a 6–0 vote with one member absent to cover Teacher Incentive Allotment (TIA) payouts in June 2026. Assistant Superintendent for Finance LeighAnn Goodwin told trustees the state will not distribute the district's TIA allotment until September 2026, but the state requires payouts to be complete by Aug. 31, so the district plans to front the money and be reimbursed next fiscal year.
Bridget Register, executive director of bilingual education and accountability, summarized the TIA program (created by House Bill 3 in 2019) and said state statute requires that 90% of TIA funds be distributed directly to teachers. The district previously intended an 80/10/10 local split (teachers/support staff/program costs) but will update its local plan to a 90/10 allocation so a higher share goes to classroom teachers. Goodwin said the district's total 2024–25 payout for qualifying teachers is $146,451, and recommended the board approve the one-time fund-balance payout. The motion was made by Linda Maxwell and seconded by Charles Alderson and passed unanimously among members present.
The action is procedural: trustees approved use of fund balance to meet the state's timing requirement; the district expects reimbursement when the state releases funds in September 2026. No changes to teacher eligibility or categories were recorded in the meeting minutes.
