Goliad ISD adopts Lone Star Governance goals, monitoring calendar and progress measures

The board approved Lone Star Governance Goal Progress Measures (GPMS) for 2024–2028, accepted a monitoring calendar for 2024–25 and approved September progress updates for Goals 4 (Secondary Math), Goal 5 (Secondary ELAR) and Superintendent Constraint 1 (ADA at 96%).
Goliad ISD’s board approved the Lone Star Governance Goal Progress Measures (GPMS) for the 2024–2028 period and adopted a governance monitoring calendar for 2024–2025 at its Sept. 9 meeting. The GPMS approval (for the 2025 school year) passed on a motion by Jason Howard, seconded by Daniel San Miguel, by a 7–0 vote.
Lone Star Governance coach Lisa Moya presented a district time tracker for the Aug. 19 board meeting that showed 55.56% of board time spent on student outcomes. Presenters Charles Henke, Brittany Salazar, Shelby Taylor and Trisha Foerster presented new Goal Progress Measures; Shelby Taylor recommended a change to Goal 4 affecting middle‑school students.
The board also approved September progress monitoring updates for Goal 4 (Secondary Math), Goal 5 (Secondary ELAR), and Superintendent Constraint 1 (ADA), with Superintendent Lyon reporting ADA at 96% in the beginning‑of‑year data. All motions related to Lone Star Governance items passed 7–0. Administration will continue to report progress under the approved monitoring calendar.
