Council member (speaker 3) later pulled the check register from the consent calendar and pointed to several entries — including multiple Costanza Associates invoices and an engineering reimbursement of $140,973.50 — that raised questions about timing and amounts. Finance/administration staff responded that some bills appear on the register well after payment and that staff are performing a cleanup to catch up delayed postings. "They show up on your check register pretty fairly long after they're actually paid," staff said.
Council discussed the item with staff and the city manager, who confirmed a contract transition between QK and Precision Civil Engineering and said residents may see another QK charge tied to July services. Council approved the consent items (with the check register item pulled for discussion) and directed staff to provide requested clarifications.
