Board denies special-use request for truck repair at 1220 Mark Street over safety and site constraints

Community Development staff told the board July 28 that applicant VSP Logistics sought a special-use permit to operate a truck repair business at 1220 Mark Street, which in the applicable IEM-2 district requires a special use. The staff and the Community Development Commission recommended denial because the property could not safely accommodate semi-truck turning, parking and service activity without blocking nearby traffic.
"We recommended that you accept the Community Development Commission finding of fact and their recommendation to deny the special use permit," staff said. The planner noted the applicant also planned to service semi trailers and that the site was not large enough to ensure safe turning or to prevent blocking at the adjacent Route 83 corridor. The board voted to accept the CDC recommendation and the ordinance denying the special use passed on a 6–0 roll call.
What was decided: the denial prevents the applicant from operating the truck repair use at that location as a special use. Staff characterized the denial as a site-capacity and safety decision rather than opposition to the business type; the application could be reconsidered at an alternate site that could accommodate semi-truck maneuvering.
