Village OKs $296,327 phase‑1 engineering agreement for Foster Avenue STP project

The Bensenville Village Board approved a resolution authorizing a phase‑1 design engineering agreement with BLA Incorporated of Itasca for the Foster Avenue reconstruction STP project, with a not‑to‑exceed fee of $296,327.
Vince, who presented the item on behalf of public works staff, said the village applied for a Surface Transportation Program (STP) grant for construction and construction engineering in the amount of $8,470,000 and expects an award letter by July 2026. "The village supplied for a surface transportation program grant in the amount of $8,470,000 for construction and construction engineering to reconstruct Foster Avenue," Vince said.
Staff outlined the project limits from Route 83 to York Road and described a full reconstruction scope that includes new subbase and concrete roadway, curb and gutter, ADA ramps and sidewalks, storm‑sewer and sanitary repairs and water‑main replacement. The phase‑1 agreement covers data collection, utility coordination, field survey, traffic and drainage analyses, environmental clearances and preparation of a project development report; staff said a more detailed phase‑2 agreement will be brought forward as design progresses.
Vince said phase‑1 design work was not budgeted in 2026 because the grant application arrived late in 2025, and the village plans to use TIF 12 funds, which staff said have adequate funding for the phase‑1 work. The board moved, seconded and approved the resolution by roll call.
If and when the STP award proceeds and additional funding is available, staff said the construction schedule could be advanced from the current 2031 target.
