Goliad ISD board approves RMC of Texas insurance package after review of three bids

The Goliad Independent School District Board of Trustees voted 6-0 Aug. 19 to accept RMC of Texas for the district’s auto, liability and property insurance coverage for the 2024–25 policy year.
Superintendent Holly Lyon presented three options, including two Carlisle Insurance (PCAT) alternatives and an RMC cooperative plan, and recommended RMC. Lyon told trustees RMC offered better cyber coverage and broader replacement-cost protection than other options. "It is the best option to ensure Goliad ISD has the financial protection necessary to manage any significant losses without exceeding coverage limits," Lyon said during the presentation.
Board member Jason Howard moved to approve the recommendation; Sheila Edwards seconded the motion. The board recorded six yeas and one absence (Daniel San Miguel). Voting details were recorded in the meeting minutes.
The packet compared premiums and limits: the transcript lists comparative premium figures and replacement-cost approximations for each option and notes the district previously relied on PCAT renewals without competitive quotes. The board’s approval authorizes staff to finalize RMC coverage effective Sept. 1, 2024.
Next steps: district staff will complete paperwork with the carrier and confirm policy details and deductibles with the business office.
