Hondo ISD board reorganizes, elects Philip Rothe president; trustees sworn in

At its May 18 meeting the Hondo ISD Board of Trustees elected Philip Rothe as board president, swore in two trustees and recognized outgoing Trustee Steven Tapia. The board also conducted routine business and adjourned after a closed session regarding bond projects.
The Hondo Independent School District Board of Trustees reorganized its leadership at a May 18, 2026 meeting, selecting Philip Rothe as board president, Blake Halbardier as vice president and Carey Frazier as secretary. Trustees James Estes (District 2) and Craig Luedke (District 4) were sworn into office during the session, and Superintendent Rose Mary Mares recognized Trustee Steven Tapia for his years of service.
The reorganization was approved by motion: Craig Luedke moved to approve the reorganization and Joel Gonzales seconded; the board recorded unanimous votes in favor (James Estes, Ricky Ruiz, Blake Halbardier, Philip Rothe, Carey Frazier, Joel Gonzales, Craig Luedke). The board later entered closed session under the Texas Open Meetings Act and adjourned at 9:22 p.m.
