The Hillsboro ISD Board of Trustees on Aug. 11, 2025, approved the district's 2025-26 Student Code of Conduct and a companion plan restricting student use of personal communication devices in alignment with state law (HB1481). The approvals passed unanimously, 7-0.
Superintendent Dr. Darrell Brown explained the requirements of HB1481 and outlined the district's teaching and enforcement approach; Angela Boyd answered trustee questions about procedures and consequences. The board voted to adopt the code of conduct and the device-restriction plan after the staff presentation and discussion. Trustee Gerardo Carbajal made the motion to approve the device-restriction plan and Trustee Lupe Mancha seconded it.
The board packet includes the Code of Conduct and related procedures; the minutes note that staff made no major personnel-policy changes to the Employee Handbook and that campus handbooks were updated per TASB recommendations. The board did not record additional amendments during the meeting. The district reported an enrollment of 1,906 students as part of regular reports to the board.
