LCB says it will seek comment and move cannabis rule proposals toward CR-102 filing in October

Kevin, speaking for the Liquor and Cannabis Board's rules team, briefed the board on the status and timeline of multiple cannabis rule projects and invited public comment.

"The rules team is down to 10 open rules projects at various stages of development," Kevin said, and reported that the board posted updated draft rules last Friday implementing a provision limiting financial-interest agreements for cannabis retailers. He said the board is accepting comments through the end of the month and does not currently plan additional feedback sessions; staff urged associations and businesses to coordinate internally to submit consolidated comments. Kevin told the board the agency expects to file CR-102 proposals in October and anticipates final-rule adoption by December, and that the small-business economic-impact analysis for the CR-102 phase should take about two to three months.

Kevin also reported progress on a separate rule package related to agricultural cannabis cooperatives and said stakeholder feedback sessions were scheduled for Tuesday, Aug. 26 at 1 p.m. and Friday, Aug. 28 at 10 p.m. (as stated in the meeting). He listed other pending cannabis rule topics carried over from petitions, including heavy-metals testing, harvest dates on labels, certificate-of-analysis expiration and cannabis transportation, and said staff plan to present recommendations on nine cannabis-related petitions at the next board meeting.
