Cleveland described transition mechanics if the county moves forward: open enrollment in October, a Jan. 1 effective date and an 18‑month initial coverage window through the following June so that deductibles and out‑of‑pocket accumulations carry over during the transition. He also noted that as one of the larger pool members the county would gain "a seat at the table" and input on pool governance. The committee voted to postpone a final decision to allow more review and to prepare for October open enrollment.
