Stonington holds public hearing on water system improvements; 10-day comment period opened

The Village of Stonington convened a public hearing March 19, 2025, for a Preliminary Environmental Impact Determination related to proposed water system improvements. President Bruce Dowdy opened the session at 6:00 p.m. and distributed a document from the U.S. Environmental Protection Agency; he announced a 10-day period for public comment following the hearing.
Village Engineer Mark Bingham told attendees the improvements effort began about two years ago and that the EPA requested a preliminary environmental review before the project moves forward. He described four core components: sporadic water main replacements across town; water tower maintenance, including a new coating system and interior refurbishment; reactivating two filters at the water treatment plant that were left out of service during a 2022 upgrade (which will require new valves and controls); and adding another production well so up to four wells could be operated along with mag meters and updated controls to improve efficiency.
Bingham said the restoration of two treatment filters will increase capacity not only for the Village but for users outside the municipal boundary. He also said the next administrative step is to submit the environmental determination to the state for approval so the project can be placed on the intended use plan to be eligible for funding.
With no public questions or comments during the hearing, Trustee Tammy Wilson moved to adjourn; Trustee Andrew Callan seconded. President Bruce Dowdy closed the hearing at 6:06 p.m., and the motion carried with all "Yea" votes. The record shows attendees included trustees, village staff, and three additional attendees listed by name.
