Staff raise CSTMS usability concerns as state readies data-entry rules and 90-day sobriety metric

The SME group reviewed CSTMS data-entry points and the system will transition to the Application Division of the Administrative Office of Courts.
Program staff told the board that CSTMS is not user-friendly for their program because JFDC also uses FamCare and Excel spreadsheets for participant tracking. During "Kurt's Korner," Kurt summarized forthcoming performance measures and read the graduation guidance saying participants should have “established clinical stability for at least 90 days (without requiring perfection) and have reliably engaged in recovery management activities to sustain abstinence after discharge.” The board was told the treatment-court performance and data-entry requirement will take effect July 1, 2026.
