Mr. Puente and other commissioners said piles left on the wrong days reduce the value of contracted services and suggested clearer communication to residents and tighter code language. Commissioners noted past proposals to limit green-waste placement windows were resisted due to enforceability concerns. "...we send out to people, not assume that they read it online, but send out to people notices and say, these are the expectations," Mr. Puente said.
Members requested staff analyze enforcement capacity and options (including combining solid-waste oversight and code enforcement duties, measuring caseloads and considering additional enforcement staffing), and to report back with costs and operational tradeoffs.
