The parks director said the building component was estimated at about $2.3 million and that a shell construction rate of about $634 per square foot had been used in the estimate. The director identified site preparation ($179,000), civil utility work ($231,000), interior electrical (~$400,000), and plumbing/mechanical (~$489,000) among the line items that contribute to the building total.
Commissioners pressed staff to confirm which costs are design fees versus construction scope and requested hard bids and a more detailed cost breakout to evaluate scope-reduction options. Several commissioners said a $3.8 million budget for roughly 3,600 square feet appears high and asked staff to return with procurement-ready figures and alternatives to bring the per‑square‑foot cost down.
