Budget committee urges holding millage, flags costly CIP items

The City of South Miami—s Budget & Finance Committee recommended at a July 29 workshop that the commission keep the property millage rate unchanged and take a cautious approach to borrowing for capital projects. Mr. Puente, chair of the committee, said the committee reviewed departmental budgets in detail and largely agreed on priorities.
"I think we should maintain the millage," Mr. Puente said, arguing that a small millage cut would not materially benefit homeowners and that larger construction expenditures should be reevaluated. The committee flagged several CIP line items it called oversized or misestimated, including high-end crosswalk treatments for Sunset Drive and an estimated $1,000,000 renovation for South Miami Park—s parking area.
Committee members urged prioritizing long-lived infrastructure, notably septic-to-sewer conversions, over cosmetic or high-cost park improvements. Mr. Miller, participating online, said sewer conversion is an asset that justifies debt while smaller park projects likely should be funded from current revenues or scaled back.
The committee also recommended staff continue pursuing a modern computer-aided dispatch/records management system for police after a prior state funding attempt failed, and to look for lower-cost crosswalk options before committing to expensive in-pavement markers. The recommendations will inform ongoing budget deliberations; no formal vote was taken at the workshop.
