Trustees asked whether dependents could be added on an opt‑in basis; administration said adding spouses and children would significantly increase costs and that the current, predictable $12 per covered life monthly price was chosen to avoid variable monthly bills. "We elected to go with the $12... because it gave us the predictability that we needed," Allison said. The board authorized the contract 7–0 and asked staff to evaluate usage and costs for future years.
