Ehlers advisor Ariana Schmidt told the Joint Review Board that proposed Tax Incremental District 3 would focus on rehabilitation and conservation of Bonduel’s downtown area under Section 66.1337(2m) of the Wisconsin Statutes. The board examined maps, cost estimates, development assumptions, tax‑increment projections and cash‑flow forecasts prepared for TID 3.
The Village has also formed a Redevelopment Authority (RDA) to implement TID 3 urban‑renewal programs. Schmidt noted that the RDA will be composed of seven residents — five village residents and two village board members — consistent with Section 66.1333(3) of the Wisconsin Statutes. No final creation vote for TID 3 was taken at the Sept. 9 meeting; the board set an Oct. 16 meeting to consider final project plans and creation actions.
The draft TID 3 plan uses rehabilitation/conservation project types that statutory language allows; the presentation included project cost and projection tables shown to the JRB but not transcribed in the minutes.
