Ariana Schmidt of Ehlers presented the draft project plan for proposed Tax Incremental District 2, which the Village of Bonduel is framing as a mixed‑use development to combine industrial, commercial and residential parcels. The presentation covered maps, estimated project costs, development assumptions, tax‑increment projections and cash‑flow forecasts that underlie the district’s feasibility model.
Schmidt told the board how the “But For” test and statutory requirements guide which projects qualify for incremental financing. Board members focused on the projected cash flows and the assumptions behind revenue and timing; the JRB set a follow‑up meeting for Oct. 16, 2024 to consider final approval of the project plan for TID 2. Joe Dawidziak, the Bonduel School District representative, said, "There has been a great deal of interest in the Bonduel area for housing and businesses," and described the timing of housing development and TID creation as an asset for the district.
The draft plan includes specific tax‑increment projections and cash‑flow modeling presented by Ehlers, but no final project approvals were made at the Sept. 9 meeting. The JRB is scheduled to review the final project plan and related fiscal exhibits at the October meeting before any creation action is taken.
