Seneca Falls board adopts local law tightening solar permitting and stormwater controls

The Seneca Falls Town Board voted to adopt Local Law No. 2 of 2025, updating the town's solar energy systems regulations and adding a new chapter addressing erosion control and stormwater runoff for larger projects.

Pat, who presented the short environmental assessment form prepared with consultant Sean Lowe of MRB, told the board the proposed Part 2 findings "would not identify any moderate or large environmental impact associated with the adoption of this law." Pat said the amendments emphasize emergency-service planning requirements for solar applications and create the town authority to act if developments fail to control runoff.

Board members first voted to issue a SEQR negative declaration before moving to adopt the local law. The chair said the board carried the SEQR declaration and then approved the local law by voice vote. The presenter noted that the SEQR review applied to adoption of the law itself rather than to a specific construction project.

Supporters said the changes were intended to ensure emergency responders have plans for solar installations and to address larger projects' potential erosion and stormwater impacts; no speaker on the record asserted the law would create large environmental harm. The adoption moves the town code to chapter 300, article 14, on solar energy systems and adds corresponding stormwater controls.
