Kerrville ISD board declines state-mandated daily prayer/reading requirement in resolution

The Kerrville Independent School District Board of Trustees approved a resolution on Feb. 16 declining to adopt a requirement under Texas Education Code 25.0823 that would mandate each campus provide a period of prayer and reading of the Bible or another religious text. The board cited state and federal law and Board Policy FNA (Legal) and FNA (Local) as protecting students’ rights to voluntary religious expression and organization.
Trustee Rolinda Schmidt moved to approve the resolution; Trustee David Sprouse seconded and the motion passed 7–0. The resolution states the board’s finding that existing law and policy already protects students’ ability to pray, read religious texts, express religious viewpoints, and organize religious groups without a district-imposed, campus-level requirement.
The resolution will be filed with the district records. The board did not convene a closed session during the meeting and no additional votes were recorded on this item.
