Keller ISD outlines federal grant entitlements for 2025–26; reimbursements processed as drawdowns

At a public hearing June 12, Lee Cook presented Keller ISD's 2025–26 federal grant entitlements and explained how the funds are allocated and spent under ESSA formulas.
"This funding is based on a formula that considers several factors including poverty in the area, IRS data, housing information, and other things from 2 years prior," Cook said. He listed the district's Title I, Title II, Title III and Title IV allocations, noting small adjustments: a roughly $15,000 change in Title I compared with last year and mixed movements in other titles. Cook emphasized that the district must expend funds first and then request reimbursement from TEA through a drawdown process.
Cook also described changes in Perkins CTE and IDEA B special‑education funding: a small Perkins increase to support CTE personnel and resources, and a modest decrease in IDEA B for the non‑PreK portion with a total IDEA B amount for 2025–26 reported in the presentation. He said district staff were available to answer questions and described the district's internal controls for ensuring reimbursements.
