Consultants will analyze VMT; residents press project team on congestion and parking

Heidi Mickelson told attendees that, under CEQA, the transportation analysis centers on vehicle miles traveled rather than traffic congestion. "Under CEQA, what we look at when we say transportation impacts are vehicle miles traveled," she said, noting congestion analysis is outside CEQA's environmental focus and that the city will prepare a separate traffic congestion study for planning purposes.

Residents repeatedly raised concerns about parking: the project will rely on private garages for each single‑family home and provide on‑street guest parking at roughly 0.5 guest stalls per home in addition to garages. Doug said the affordable building will have a podium parking structure and dedicated surface parking for those units. Several attendees questioned whether the guest‑parking ratio is sufficient for typical family car ownership patterns.
