Santa Clara opens CEQA EIR scoping period for Network Circle housing project

City of Santa Clara senior planner Nimisha Agrawal and ICF project director Heidi Mickelson opened a CEQA scoping meeting for the Network Circle residential project and urged the public to submit comments on what environmental topics the upcoming environmental impact report should analyze. "That purpose is to provide you with information on the EIR process, and it's also to give you a brief overview of the project," Mickelson said as she reviewed the scope and schedule.
Mickelson stressed that the scoping meeting focuses on environmental effects under CEQA and not on the project's merits or socioeconomic issues, which will be addressed in the applicant portion of the evening or through other planning work. The team said the Notice of Preparation was distributed on July 10 and that the NOP comment period runs 30 days; comments submitted now will inform what the draft EIR analyzes. The draft EIR will later undergo a 45‑day public review period in which written comments receive a formal written response in the final EIR.
