On first reading the board reviewed proposed revisions to policy FDA(LOCAL) that would move LTISD from a broad prohibition on most interdistrict transfers to a discretionary annual transfer process administered by the superintendent or designee.
The proposed policy language, presented March 25, establishes uniform standards for transfer consideration, clarifies continued attendance for students who become nonresidents during a semester, and addresses tuition, waivers, transportation, UIL eligibility and appeals. The change is described in the minutes as necessary to implement the district’s new selective enrollment plan. The item was presented for discussion and recorded as a first reading; no final action was taken at the meeting.
Further administrative detail and any appeal processes will be developed through the policy‑revision process and are subject to subsequent board consideration.
